Under - floor heating for a freezer coldstorage room

Good day. Please quote on heating wires for a freezer room (-30 deg.C)
Heating wires to provide heating @ 20 watts /per sqr. M
Total area = 100 sqr. M
Heating wires will be layed out onto floor space. Covered with 30mm clean dry sand. Thereafter 150mm polystyrene foam will be layed out on top of the sand. Thereafter 150mm concrete will be poured on top. The heating temperature required across the floor space should not exceed + 25 deg.C. The purpose of this type of heating is prevent ice build up on the top of the concrete floor surface inside inside the freezer room .
